Muting users

What exactly does muting someone do? Does it make it so you just can't see what they post/comment? Or does it also block them from seeing anything you post or comment? Most of the time I ignore rudeness, but a few on here are just straight bullies and glow never does anything about it, which is frustrating. If reporting doesn't accomplish anything I'd like to completely block those people (well really just one person lol), but I want to make sure it's going to completely block them. I tried looking up what exactly muting entails, but with this new update I couldn't find what I was looking for.
