What constitutes a "medical necessity" for a pregnancy blood test?

Over the past few days, I've taken countless urine tests that have all been positive but only barely.

The second line has not progressed to be any darker than it was originally on the day AF should have arrived.

Asking around on the internet has told me that I might be experiencing a chemical pregnancy because at the very least, the FRERs that I've taken should have gotten darker since they are quite sensitive to HCG levels.

Anyways, back to my question: PP states on their website that they will only do a blood test for pregnancy if there is a medical need and I have no idea what my GP will say or even if I can get in to see her soon.
Does anyone think my case of apparently low levels of HCG count as a medical necessity? This is my first pregnancy EVER and I'm confused.

Edited to add: I want the blood test to find out the actual levels of HCG in my system. Not just to confirm what I already know. And also to add that I'm 4 weeks + 3 days.

The only way to answer your questions is to call each office and see what they will do. In my opinion, if your testing positive on a pregnancy test you have medical nessesity- but I am not a doctors office. Good luck to you.

There are multiple reasons why your lines could not be getting darker. If you've taken one of the tests in the morning but another in the afternoon, if your urine was not as concentrated, etc.. to use tests to watch the line get darker you should use FMU every 2 days. Also you're still early. This is why using pregnancy tests to monitor HCG is not recommended. 
There are two blood tests for pregnancy - qualitative and quantitative. Qualitative will only give a positive or negative answer, so you're wanting the quantitative. Most doctors won't do the quantitative test unless there is a medical need for it - as in a history of miscarriages or spotting (miscarriage symptoms). It wouldn't hurt to ask though.

I'd call the office. I have been having symptoms, had a negative bloood test Tuesday and positive urine test finally in Friday. I'm requesting a quantitative blood test to make sure I'm progressing based on the negative blood test just a few days before .

The reason your lines are so light is because HCG only doubles. At 4 weeks you still don't have enough HCG to make dark lines. In fact I'm surprised the test caught it at all that early. Just wait until you actually get an OB GYN and talk to them about it.
