We still use all paper ballots in my country. But I don't think it necessary for U.S (which is the country I assume you are referring to) because there's no evidence that machines were interfered with but that the DNC was targeted by Russia. So basically there's a lot if questioning going on but no one is questioning the machines.
Trump made up some stuff about illegal immigrants voting.... But he would do the same thing if it was paper. So it makes no difference.

I think it would be less of a chance of screw ups if it were all paper ballots. Maybe even easier.
