See if your dentist office has something like this. This is what my moms office gives away to toddlers. It's safe to use, even on their own cause it won't potentially get lodged in the back of their throat like other standard toothbrushes can

We just use a youth tooth brush. My daughter had a full set of teeth by 14 months so we needed to get her a tooth brush that was bigger than an infant one but not as big as an adult one.
