In Love and Confused

I've been in love with my best friend for years now. When I told her this about a year and a half ago she said my timing was bad since she was in a relationship. She then said she she didn't feel the same way. Later after we took a vacation together over New Years she said she was in love with me too since she felt something when we kissed at midnight. But now she says she isn't in love with me. I mean we kiss and make out and she almost always initiates it. We've done some stuff together but not a lot. She has a new boyfriend now and I just broke up with my girlfriend since I was still in love with her and just didn't feel the same way towards my gf. Now I joke saying "how am I still single?" and she tells me "you aren't, you're mine." Every time I even say someone is cute she says "no you're mine, they can't have you." So I just don't know what to do anymore. I mean does she love me? Does she not? I don't know.
