What do y'all think?

Today we had my daughters first doctors appointment in a while. There's been a lot of problems with insurance, moving, having to have one assigned to us, etc. 
So today we finally got to go. They said she's doing good on everything, but they said they want her to see a speach therapist. My daughter is 23 months old. She'll be 2 on July 21st. I didn't think she was behind at all on speech, but her doctor seems to think she is. Granted she doesn't talk a lot around other people, she's always been shy. She'll speak gibberish, but it takes a lot to get her to say goodbye to someone she doesn't know or any other words she knows. Is this there a problem with her speech? I know y'all don't have much information to go off of, but off the top of my head this is the stuff she knows.. I know every child is different, I was just thrown off by them wanting her to see a speech therapist.
