Drivers License suspension alternative

I was talking to a friend about how stupid is is to suspend someone's license for failure of payment, or child support etc. outside of breaking driving laws personally I feel it's a bit dumb to suspend someone's license if they owe you money. Why not garnish wages? For example. My friend had a case she thought she handled, she had no clue she had to make a court appearance. Long story short her license was suspended. And now since it's been 3 years the original price of the ticked nearly quadrupled! Even after amnesty it's a ridiculous amount. My thing is, if people have a job which requires them to drive, and in situations like hers where she's tight for money and doesn't live anywhere near the city she got the original ticket from why suspend the very thing that contributes to them making money?

So the question for CC is, should there be some kind of alternative for people who don't have driving infractions outside of suspending their license? Like maybe a higher insurance cost, or higher registration?
