To solve the solution I would tell her calmly about how you feel and then tell her to do something else with your daughter maybe? It's obvious she's just upset and worried and insecure that you don't want her to spend time with your daughter. So just tell her that you can spend time with her just not at splashtown. To show her that it's nothing personal.
It is your child and you are the mother and she needs to respect your decisions. If a parent is not comfortable with their child going through something then they're not comfortable, you can't change that. It is not her place to tell you how to raise your daughter. In fact it's very rude that she would accuse you of such things.

How old is the sister? Ultimately, regardless of her age, if you were not comfortable with it, meaning you don't trust her to take your child, then that's the end of the story and there was no further discussion needed. Your boyfriend will just have to deal with it because two people have to be on the same page for it to be a yes. I would simply say that you would love to go with her someday, but that at this point, you are not comfortable with her going without a parent being there.

The kid is not going to have any memory of going. Only take kids to places if they will remember it. There is no logical reason to take a baby unless they are trying to give you free time.
