Turning him on

Okay so this is kind of strange. Whenever my boyfriend and I have sex it's mostly him initiating it. He tells me that he feels like I don't want to sleep with him because I don't start it. I've talked about it a lot with him, but he doesn't get it. He knows that i love him and the sex very much, but we just arent on the same page. I have this irrational fear of the spotlight being on me. And when I'm initiating things, I get that feeling. Do you guys have any good tips to get over this?
