Baby belly button question😶

My baby is 4 1/2 weeks old and his belly button is concerning me. It is soft to touch but sticks out sometimes, it still has "crust" from the cord I think? I've read a few things online which has made me worry. Please could I have a second opinion! Does it look normal, should it still have crust, should it stick out??
