Forward Facing UPDATE

When did you turn your child forward facing in the car seat? My daughter has very long legs and her legs have been touching the backseat of the car since she was 4 months old. She is 9 months old and looks very uncomfortable. Also worried about hip problems in the future. I want her to stay rear facing as long as possible, but when do you know when to switch her? The car seat says rear facing from 4-40 lbs and head 1" below handle. And forward facing from 22-62 lbs and 27"-49" height. She was 28.5" at 6 months old.

UPDATE: Thank you to the polite people who actually helped to inform. To everyone else I apologize for being a brand new mom. I've done the research but Georgia laws are not very specific and she is well into the requirements on the car seat for forward facing. Sorry I reached out for help on this topic.
