Carbs Confusion

I want to lose a few pounds.

How much carbs should I be eating daily?

According to my calorie log, I'm suppose to eat 114g or under of carbs but I almost always go over (bc i'm asian and rice is literally the only thing we eat).

edited: i eat a max of 1200 calories daily. And jump rope for 30 mins+ each day.

Is that a reason why I'm not losing any weight?
