Wanting vbac but might be c section

I'm pregnant with my second child. My first is 6 years old, he ended up being born via emergency c-section since after being induced, I didn't dilate past a 3 after 13 hours and he was trying to go through the birth canal so they sent me in for a c-section. First of all, I had an epidural around 1 or 2 in the afternoon and my son was born at 11:41 pm. In the middle of the surgery the epidural wore off. I felt EVERYTHING! And I ended up being so doped up on meds by the time they were done that I don't remember much after surgery, but I remember the pain. Now at almost 37 weeks pregnant, my current (different) doctor has stated I don't have a favorable cervix where it is still real high and very closed (in her words) that I need to think about having another c-section... I'm TERRIFIED at just the thought of going through another surgery! :'( But my body doesn't seem to want to cooperate, my dr told me in order to have a vbac that I'd have to go into labor naturally, and at this point doesn't seem like it's going to happen at all... I'm scared... suggestions, opinions? P.s. I know miscarriages are different, but I've had 3, 2 since my son was born and passed them all completely naturally... why won't my body pass on a full term baby? But will pass one 10 weeks or less?
