HELP ME

I'm 15 and I am in a long term relationship with my boyfriend. We have obviously done oral things and have been thinking about having sex recently, we've tried it but just didn't work at the time - now I'm going to the doctors and going to be put on the pill for my period pains as I get them really bad - when the doctor asked me if I am sexually active/having sex do I say yes or no? Because me and my boyf haven't had sex yet but we are still doing sexual things (oral) and idk if that counts as being "sexually active" so what do I say
