Hcg levels at 4 weeks

I am estimating around 4 weeks pregnant according to my calculations. I had an HCG drawn and the nurse said that my levels are "low" at 69 and it may not be a viable pregnancy. I go back tomorrow at 5 for more blood work. Is this possible it's because I'm so early? So scared!
