Not sure why there is everything but sex

We are friends with benefits, and we met something like 5 times so far, once a week.

We had sex, but about the third time we met he didn't have a condom so we didn't had actual sex. The next two times we met we did anything but there is no sex again, and I'm wondering why? Not sure if he still doesn't have condom or that it can be because other reasons.. or because of me?
