Are you referring to drug addiction, or the use of drugs to regulate mental illness? I'm assuming you mean the former, so I'm going to say neither. Just because someone is mentally ill doesn't mean they use drugs, and not all druggies develop mental illnesses. There is a correlation between severe mental illness and drug use, but I don't think that makes it acceptable to lump all drug users and mentally ill people together and assume it applies to all of them.

Other. Not all people who are mentally ill will use or abuse drug. And not all people who do use and abuse drugs are mentally ill.

Mental illnesses CAN lead to drug use, as depending on the illness you can get addicted to the drugs you're on to treat yourself.
As well as I'm pretty sure addiction can be passed down, so if one of your parents had it, you're at a predisposition to become addicted to something. More than likely what the parent was addicted too. 
The drug also alters your mind, so itself (addiction) is classified as a disease.
So I picked C 🤷🏼‍♀️ both. It can cause mental illnesses and it can be the "byproduct" (for lack of a better word) of a mental illness

I think mental Illness could lead someone to do drugs as a result of "self-medicating". But it won't necessarily. 
I think using drugs could possibly cause mental illness, but won't necessarily always. 
Mental illness is very complicated and correlation does not equal causation.

I think people take drugs for that dopamine release. Natural highs and drug highs both result in dopamine release. I'm not here to judge people on how they get their dopamine, as long as they aren't harming others. Whether you're shooting up heroin, fucking 50 different guys, or eating a really good bowl of ice cream. They all release dopamine, which is really one of the main reasons people take drugs.

Generally speaking people turn to drugs as a coping mechanism. So that suggests it’s A. But that doesn’t mean that drugs can’t cause other mental health problems. But I voted A because that starts the drug use and other problems follow.

My personal experience (myself, family members, friends) is that more often than not, substance abuse (not just recreational use) develops a lot from using drugs or alcohol to cope with mental illness (that may or may not yet be diagnosed). I also believe addiction itself is an illness, and substance abuse disorders are found in the DSM.
