Low HCG levels

Does anyone know if low HCG levels are hereditary? My mother told me that she had to be blood tested to confirm her pregnancies. I am almost 2 weeks late. I took a HPT over the weekend and it was negative. I am not sure if I should take another or just go to the doctor.
