Well here are the facts we know: 
#1 Sperm can live up to 5 days in a woman's body.
#2 Periods are when the uterine lining is shed (this uterine lining is where a fertilized egg would implant itself). 
So with this in mind can a women get a pregnant while the uterine lining is being shed? No. The fertilized egg would have no where to attach, right? 
HOWEVER because sperm can live in the woman's body for up to 5 days, if the women were to have sex on her period she could get pregnant after the fact. Her ovulation would have to be with the first day or two after her period but that is possible. 
So the answer is yes and no.
