Contouring and highlighting?

I don't know too much about make up, but is foundation used under the contour and highlight? 
I have a highlight/contour cream kit and it usually gets really oily on my skin since I don't use anything under... I don't really see girls in tutorials apply the foundation before so I just always skipped it.. 
here's a pic showing what I mean. Is foundation applied prior to applying all the contour and highlight??

I use foundation all over first. Then concealer for highlighting my nose, forhead, chin, and under eyes. I set it lightly with a loose powder then contour with powder as well. then I add blush and use my abh glow kit for highlighting my cheekbones, brow bones, as well as the inner corners of my eyes. sometimes my forhead and nose and cupids bow. this gives everything a seamless airbrushed feel.

I usually put my contour powder on first but DONT BLEND YET and place foundation around the contour areas THEN blend everything together

If you're having problems with it getting too oily try to set it with a translucent powder

I suffer with oily skin too so I use a foundation as a based and one that's oil prone and all my contour and highlighting is powered based with a setting spray at the end and seems to hold for 10 hours
