Black Tie Wedding Help

My husband's close friend is getting married September 9. I never saw the invitation because my husband got the mail and the rsvp was online. So I assumed it was going to be like the weddings we've been to before, where the dress code is formal. Well, I was talking to his brother yesterday and found out it's black tie. I've never been to a black tie event and I'm more of a tomboy and not really into this stuff.

Does anyone know where I can get a dress that's not expensive but appropriate? I found out at Macy's for $250 but that's more than I want to spend on a dress I'll wear once. My husband got a tuxedo that's just over $100. I'm sorry for complaining about an event that is supposed to be "fun", it just seems a little annoying to me to expect your guests to drop all this money on outfits they'll only wear once. Our wedding was super casual because I didn't want people to have to stress about money.
