How do I add my husband in my health insurance?

He currently has insurance through work, but we recently got married and I want to add him in mines as mines has better coverage and benefits with Kaiser.

But I see There's a spouse surcharge of $150 per month if I add him and he cancels? Our open enrollment dates are different too; mines July and his is October. How do I add without the surcharge...
