Babies according to pay?

I was having a conversation with a coworker of mine, during our lunch break. We were talking about Donald Trump and his view on illegal immigrants and then our conversation went completely left.

"I don't agree with everything the government does but if they did stop people from having too many kids I'd sign off on that."

I was curious what she meant so I asked her what she felt was too many. She went on to say that people should only be allowed to have as many kids as they can afford. She said people should have to turn in their yearly salary amount to the government and the government would tell people how many kids they were allowed to have. I was annoyed slightly with her comment but I wanted to know why she felt the way she felt so I remained calm. She started off saying that she hates when she sees people constantly popping out babies but not trying to raise their kids. She said some women just like to be pregnant and like the first 3 months and then toss baby aside once the baby is around 6 months and then they try for another baby.

She then went on to say people can't afford how many kids they have and this affects everyone. She expressed that she is a firm believer in child restriction and she also believes that people should stop having kids and adopt because according to her there are plenty of babies and kids in need of a home.

My question is do you think the government should be allowed to determine how many kids someone can have based on how much the person brings home yearly?
