Don't mind his little butt cheeks lol but it's a raised bump and he was itching it. He wasn't outside at all so I'm really confused where it came from and he always has a diaper on

It could be a spider bite, if it crawled into his diaper at some point or got him while changing.

It looks like a bug bite he scratched to the point of bleeding, a day or so ago. I'd clean it well and if it stays that red and inflamed take him to the dr as soon as you can

Work in daycare and little ones often have little pimples that they scratch off. Looks like that to me.

Don't rule out tick bite. They are tiny and can get embedded in there and look just like that. If it doesn't start going away with some hydrocortisone/the black spot is still there in a day or so take him to the doc to be sure

wash by patting with plain water and apply bacitracin/Neosporin and cover with a bandaid
