I get the feeling people think those who use government assistance are living a life of luxury. Depending where you’re from, government assistance is just what it says it is. It’s help, not everything for free or never having to work. People using it need it to help. So yes you can be independent and need help sometimes too.

Everyone depends on some sort of government assistance or welfare or whatever. We all pay taxes, we're all entitled to Medicare, social security, food stamps, but also to public roads, public schools, tax refunds, ect. 
Everyone depends on the government in some way. No one is "independent" with this sort of thinking.

If you are talking being unemployed and on benefits and fully depending on someone else to support you then you are not independent. 
If you work, are on a lower income and are entitled to something which boosts your income then yes you are still independent. We all need help now and again but that doesn't mean you aren't independent, it just means there's an alternative to having to sacrifice something financially
