Underdeveloped breasts at 17?

Okay, so it's not exactly a question about size because I'm a 32C-D and happy with it. I'm 17 years old and according to various diagrams, I am still in the breast development stage seen commonly in ages 14-15. I did get my period at 13, which I don't think is late, but my best friend and an ex-boyfriend have commented that my breasts looked pretty "young" (not in a good way!!) Can I expect them to become like adult breasts this year or something?

i dont understand how breasts can look young? i mean ive had small boobs my entire life (32/34 B on most bras) and ive never been told they're 'young' are still developing. and im 23. i mean they grew a little bit after 20, but i had also gained some weight. they pretty much stopped in highschool (16/17)

Update from OP: I meant the way my nipples look. The areola is raised while adult boobs are apparently supposed to have an areola that is following the normal breast contour. Also, the nipples are puffier and only stick out a little bit? I don't know if it makes sense, maybe it is just their comments getting to me...

"Young" boobs like how? I'm a 38 C at 22 years old and I never been told I had small boobs or they look young. Honestly at this point you most likely are going to be that size so embrace it having big breast isn't best anyway they give you back problems in the long run so expect yourself for who you are we can't pick how big our boobs get.

This is odd to me that teens think this way (your ex and best friend )  I'm 23 and have a almost 4yr old and due with my second in Dec I still have 'underdeveloped' breasts I wear an A. There's no controlling your boobs they are what they are I'm sure theyre normal
