How should parents handle a bad report card?

Figure out the root cause of the bad grades and fix the problem accordingly. Are they too distracted, are they struggling and need a tutor, is there something going on in their personal life, etc.

Discuss with child. 
Work on ways in improving working environment at home. Work on scheduling revision time, help with revision. 
Limit technology time. 
If possible, discuss with teachers what can be done to improve. 
If it's behavioural issues, talk it out with kid. Consider therapy sessions if serious. Find healthy outlets i.e. exercise

I think it's important to understand what a bad report card is for an individual child. As for me, I excelled in every subject except math. So, my mom always understood that aspect. However, if it was another subject then something's wrong. It's significant to get to the root of the problem & then proceed. Everything, especially school isn't black and white. There's a reason for everything..

It depends on what the reason is. Are they trying to the best of their ability and struggling or are they not putting effort in ect..

A report card either bad or good should be expected.  Parents need to see their kids work.  They need to see the grades they are getting. You deal with it before it becomes a bad report card.  Deal with it when it's a bad test or incomplete homework.

Taking away the kids phones/tablets 
Actually sitting down with them and helping them with their school work. I've noticed it's kids wit parents who don't have time are the ones coming home with Ds and Fs.
Or if they truly don't have time, which is understandable, they could put them in after school programs.

depends on the cause of the bad grades. I check my daughter's graded homework and tests to make sure she's getting at least Bs. If she gets a lower grade we look through it together and I'll spend extra time on that subject til she understands it better. if it's from lack of motivation then I try to set up something to encourage her to do better. Either with money or going somewhere or doing something.
