Ive struggled with discoloration on my neck , chest, and arms for years now any suggestions

It's tinea versicolor, a very common skin fungus. You can get rid of it by washing with Ketoconazole dander shampoo. Once it's cleared, I would continue to use the shampoo as body wash at least once a week to prevent it from coming back. It's super common during the summer months, and once people have it you can have it for months (years) if not treated.

looks like earticeria( spelt wrong I think ) . form of hives . so maybe a reaction to something ?!

Looks like fungus. My husband had something like that just not as bad.
