Fat vs. Water Retention

I have a quite a bit of rolls on my body and they make me feel very self conscious esp. since I'm only 145 lbs. Some of the rolls feel more solid and some feel like I'm poking or squeezing a water balloon. Is there a difference between fat rolls and water retention or not? If so, how do I get rid of the rolls caused by water retention? I like to eat salty food so it would make sense why I retain so much water.
