NICU discharge?

So I just had my second born last Monday, and he went to nicu to get testing done, which was fine. Later last week, we got told that he can be sent home Sunday, then they said tomorrow and now they are unsure. They said he needs to be able to eat his whole bottle every feeding for 24 hours, which every time my husband and I go visit him, we can get him to eat it all. So were pretty much waiting for that to happen, but I remember clearly that my 1st born sometimes never finished her bottle and she weighed a few ounces less.

Anyways, to my question.

Is it possible for my husband and I to demand our baby out of nicu to be home with us?
