Approved repeat c section but still wants to discuss it at next appointment?

I saw my consultant today (well 2 consultants a midwife and a nurse!) I'm 33 weeks and they asked me again if I still wanted a c section and tried to talk to me about a vbac and how it's better. Anyway the consultant got me a form for another appointment at 36 weeks and the midwife asked him if he's approved it and he said yes! But he also said we'll discuss it at the next appointment! Does that mean I still need to persuade him or does it mean going through paperwork and getting a date? Iv had so many discussions about it with so many different midwives and consultants why do they still keep going on??? At very appointment they tell me to think about it but I already have!!
