Drying up?

My daughter is 4 weeks old today and never latched. I have seen multiple lactation consultants and tried tirelessly to make this work. I have been pumping every couple hours and feeding her breast milk during the day and supplementing with formula at night to help have a good supply for the next day. The last few days I have been getting maybe 30-40 ml total when I pump when I was getting over 3 ounces before. My breasts both feel like they have clogged ducts. I have showered and massaged them and then pump right after and they still just ache and pumping only temporarily helps. Is this a sign that my milk supply is drying up?
