Evening primrose oil for inducing labor?

I started taking one 500mg pill at 35 weeks. Then I upped it to 2 at 36. Then added 1 vaginally at 37. When I got checked yesterday (37.4) I was closed, hard, and cervix was way up there. I'm so devastated. So I'm upping it to 3 a day now and 2 vaginally. I also drink the raspberry tea, eat dates, and bounce on a ball. If these aren't working I'm afraid I'll be pregnant forever.

I started taking 1, 1300mg capsule each evening at 36 weeks exactly. I was 1.5cm and 50% at my 36 week appointment (4 days after I started) I upped it to 2 capsules at 37 weeks and I was 3cm and 50% yesterday at 37+3. I’m debating going up to 3 starting at 38 weeks.

I was told by my midwife it didn't induce labour, but rather helped prepare the cervix RE effacing and dilation. She is very anti-inducing, but recommended EPO. 
I've been applying it topically. Some nights it causes some mild cramping, other nights nothing.
