Dr suggests I do another round of egg retrieval since I only have 3 embryos ready for genetic testing. Financially I don't think we can do another round but do I risk the 3 and hope 2 come back normal or do another round for a better chance?

If you're committed to doing PGS, statistically speaking it makes sense to do another round of egg retrieval.  However, if you're mentally and physically ready to take the chance to move forward without PGS knowing you can do genetic testing via blood work at 10 weeks (Panorama or Harmony) then there's no reason to put your body through another round of hormone treatments without trying implantation first.   I live in Canada and PGS isn't an option for most couples here.  I did my 3rd round of IVF at 41 knowing the risks and did my best to stay detached until I got the results of the Panorama blood test at 11 weeks.
