What would you do? Bullying

My 5 year old brother has been having problems in school since day one, on Monday he was slapped by an 11 year old and today was called a faggot by a 1st or 2nd grader, if this was your child or sibling what would you do? It's been non stop him getting bullied this year, even his teacher told him no one will be friends with him because of his personality, we are from Miami and usually would make a big mess but we just moved to S.C and they seem to have a problem with us being Hispanic and always try to get him in more trouble so we are stuck
