Can you be denied food stamps for having twos car loans?

This isn't for me it's for my family member, they told me they got denied food stamps for car payments but they only make $12 an hour with 3 kids.. There's no way i can see them denying food stamps for a household of 5 with one working and no money to live. I use to have food stamps when I was 19 no kids, and I was even in a tech school, all I had was financial aid to live off of for bills, I only had it until i got out of school and got a job. But they gave me about $172 a month. I just don't see how you can be poor and denied food stamps and especially with kids. I honestly think someone with kids deserves food stamps more then my childless, 19 year old self did..I even had it when I first got my job making $11 an hour. Like what have been reasons you've been denied?
