Can’t keep toddler in car seat

My daughter is 2, she’s in a toddler car seat and she keeps getting her arms out. I keep adjusting it but no matter what she gets out. She will make her arms completely red squeezing them out. She actually made her arm almost bleed once. It’s not uncomfortable for her because she only started doing this about 3 weeks ago. What can I do?

I have tightened it to the max, if I tighten it more, it will hurt her
