Is it wrong to call a child ugly? Like if someone asks you do you think they’re child is ugly and hypothetically speaking you do what should you say?

Yeah it's one thing to think it, but to say it out loud is unnecessary. This is one of those times it's okay to lie!

If someone asks me a straight forward question, I give a straight forward answer. 
I used to work in a clothing store, and every time a fat woman would ask me if the outfit she chose made her look fat, I'd say yes. 
If you don't actually want to know the answer, don't ask. 
. . . and no, I didn't last at that clothing store long.

Every child has their own unique look to them, if I don’t like the particular set of unique features I comment on how cute they look in their outfit etc etc

Yeah all babies are cute in their own way! But some older generation I know believe in the superstition of calling a child ugly so that when they grow up they’ll be cute.
