Do you feel bad saying "I love you" to your stepkids if their Moms are around?

I feel like I am into her territory.. I am not trying to compete with their real mom, I just want to say that I love them.

I'd think it would feel good to know whoever is in my child's life loves them.

You can say “ I love you “ to anyone you want, yes they ain’t your kids but if you’re in a relationship with their father you’re obvs gonna have a close bond with them and it’s good you do

I think that’s awesome, actually. If my kids spent a significant amount of time with another woman, I would want to know she loved my kids. As long as you’re respectful, I think it’s fine.

Have a conversation with the mother. Explain to her how you feel for her kids which are now your kids. Tell her you don't want to step on anyone's toes but you do love her kids. That you want them to know it. 
If I was the "mother" and you said you loved my kids I would be grateful to know you love my kids the way I do.  That when I am absent that they have a mother to look after them.

it sounds like you're trying to irritate the bio mom. like yes I do care for my stepkids but when I'm around bio mom, I turn off any comments that could be even construed as overstepping. I just keep topic to events (what they did/ate/etc).

No because I can't stand her. Her father doesn't love her either. We just tolerate the court visit.
