A good way to check is to see if the straps need to be loosened. Put the baby in the car seat without the jacket and tighten the straps so they fit. Without adjusting the straps take the baby out and put the jacket on. Put the baby back in and if the straps still fit, you are good. 
The problem with puffy snow jackets is that the straps need to be loosened to fit around it, but then in the event of a sudden stop the jacket compresses and the straps are too loose sending the baby flying out of the seat.
