Bh cosmetics has some great eyeshadow palettes. I have both Carli Bybel palettes, which come with a variety of highlighters. They’re decently priced too. The smaller one is $15 and the larger one is $23 I believe. 
If you’re looking for something a little bit more affordable, I’d recommend elf. They have many palettes with awesome colors, and even have these shadow pots that have really good pigment.

in place there I live we have "sleek" as a drugstore brand and their palates are 💣💣💣 amazing amazing amazing! I'm pretty sure they have a website where you can buy it online. Some of the makeup revolution palettes are quite nice as well 😊
