Can a sibling (18) adopt his brother (14)
My bfs moms friend is calling dcf tonight. My bfs parents have been neglecting them and doing drugs. The friend has 3 witnesses to all this. Can my bf adopt his 14 year old brother? He has a job (he can provide for them). He doesn’t have a license or a home. I don’t want to see them get taken apart.
