short cervix but couldn't get cerclage?

I am 16 weeks pregnant and went today for an ultrasound to check my cervix length which we knew was probably short due to multiple previous LEEP procedures and to get my first progesterone shot because my last pregnancy my son came early spontaneously at 35 weeks. My cervix was measured at 2.4 but without funneling. My dr said my cervix is too short for him to insert cerclage vaginally and he consulted a high risk ob who said I was too far along to get cerclage placed surgically through abdomen. He then wanted to change me to doing progesterone gel instead of getting my first progesterone shot until he realized my insurance had already paid for the first vial. So now I am still getting the shots weekly and cannot apparently get a cerclage. I have read that the vaginal progesterone is best for short cervix and shots for history of preterm labor so I would assume vaginal is best for history of both. I will ask at my next shot appointment if I can switch to the gel after this vial is gone. Does anyone know why they weren't able to do the cerclage? I understand why my dr couldn't do it vaginally UT am confused why the high risk Dr said I was too far along to have it done abdominally. Is it because I'm not funneling so it's not an emergency?
