HCG 17 3 weeks?!

Is a hCG of 17 normal at three weeks? 
I have heaps of symptoms.

I’d say so considering 3 weeks is pretty early. Mine was 70 at 4 weeks. The main thing, and better indicator of everything being normal, is that your hcg at least doubles every 48-72 hours.
