Fraternal or identical?

So my cousin is having twins. The ultrasound shows two sacks so they’ve always said fraternal. She currently went for another and was told identical because theres one sack where they both formed even though they are in two. Is this true ?

I’m having identical twins and they’re in one gestational sac but they have their own amniotic sacs within it. Single placenta.
There’s different types of twins, so you have to find out how many of each type of sac before you find out. And even if they’re completely separate- diff gestational, diff amniotic, 2 placentas- there’s still about a 1/3 chance they’re identical even though it’s usually assumed fraternal when they’re like that.
