BOYFRIEND HAS REALLY CHAPPED LIPS

My boyfriend has been getting really chapped lips lately to the point where I can see the skin turn white on his lips and I constantly beg him to put chapstick on and drink more water but he tells me no every time. Then he tells me “there’s a lot I would change about you but you don’t see me doing that” I’m not asking to change him I just want his lips to be more soft cause it’s getting to the point where its grossing me out to kiss him . WHAT SHOULD I DO???
