So my mom is Puerto Rican and my dad is Dominican, making them both Hispanic. However, my dad is a black Dominican while my mom is a white Puerto Rican....so is this an interracial couple?

I don't think so cause it still falls under Hispanic. Or well, in my opinion I wouldn't consider that mixed because it's still Hispanic

Hispanic is an ethnicity so I’d see it as interracial considering both of your parents have neither race in common. 🤷🏾‍♀️

Yes, your dad is black and your mom is white so it is interracial. Hispanic (from any country) is an ethnicity just as being American or European is and has nothing to do with race.
