Do you think he will propose???

Girls I need some opinions! So my boyfriend of 2 and a half years always talks about our future together. He’s 25 and I’m 21. He hasn’t really talked about marriage seriously yet but says he wants to buy a house together soon within like a year or so. But... he is very last minute with everything and he never plans things at all. So the other day he said he wants to take me to a very fancy hotel for my birthday this year which is still 2 months away. This is not normal for him to be planning something like this in advance. Usually we go on a trip once a year and this year he told me that he can’t because he wants to save as much money as he can. So this is making me think that maybe he’s planning something and will propose to me soon. What do you guys think???
