When can I switch my child to a booster car seat?

He is 5 years old. But not the weight limit yet. I’m not sure if he’s the height limit because I don’t know what the height limit is. 
Would it be okay to put him in a booster now that he is 5 or should I wait?

I had an appt with a car seat technician a few days ago. The lady said wait until they meet both height and weight requirements before moving up to next stage, a car crash won't know if you child is five.

If he's not the weight limit and you don't know his height, don't switch him. His age means nothing if he doesn't meet the weight/height requirements.
