Why should the parents dictate where the toys can be played with?

Answer

The majority of the gifts that my oldest received as a young child would stay at his dad's house.  I never quite understood that as he would only visit them 7 or 8 weeks a year.  A lot of things he grew out of while he was with me.  
Now that he's a teenager the only things that stay there are video games.  He brings everything else home with him.
